Fiduciary Duty but No Control of Accounts

Q: What have you seen employers do when they are responsible as a fiduciary for the investment of a 403(b), but do not have control of the accounts because of the contractual arrangement?

A: I often see employers offering self-directed accounts and choosing to operate the plan under the protection of Section 404(c) of ERISA to reduce exposure.
