The pension problems of various states and municipalities have been well-documented over the past few years. Only slightly less frequent are announcements from individual states of planned reductions to pension benefits, such as eliminating cost-of-living increases for retirees, or increasing employee contributions in order to close large funding gaps in their traditional defined-benefit plans. A number of states have taken it a step further, moving away from a traditional pension arrangement to a hybrid plan, such as cash balance, a combined defined-contribution/defined-benefit arrangement, or even a true defined-contribution plan entirely. In the webcast, Ellie and Mike will review the ever-changing state situation and its impact on advisors who are on the front line in helping affected employees fill the growing retirement income gap with voluntary savings.

The webcast is designed to offer registrants 2 ASPPA CE credits.

Enrolled Actuaries

The webcast is designed to offer registrants 2 JBEA Non-Core CE credits for Enrolled Actuaries. The final decision as to the number and type of JBEA credits rests solely with the Joint Board for the Enrollment of Actuaries.

Enrolled Retirement Plan Agent (ERPA)

The webcast is designed to offer registrants 2 ERPA CE credits. The final decision as to the number of ERPA credits rests solely with the Internal Revenue Service.

Continuing Education Changes for LIVE Webcast Attendees

Each registered purchaser will be recorded when they log in to the live webcast with their name and email address. Purchasers will be awarded CE credits based on the amount of time the webcast was accessed. CE credits will be applied to their record on a periodic basis and a certificate of attendance will be emailed.

Continuing Education Changes for RECORDED Webcast Attendees

Once registered, attendees will receive a confirmation letter directing them to the “Access Recorded Webcasts” page with a link to the WebEx OnDemand Center. Each registered viewer will be tracked when they log in with their name and email address. The webcast link will expire once the attendee has satisfied the CE requirement. CE credits will be applied to their record on a periodic basis and a certificate of attendance will be available on each attendee's My ASPPA page.

ABOUT THE SPEAKERS

Ellie Lowder, TGPC

Eleanor (Ellie) Lowder has been involved in the 403(b) tax-sheltered account markets since 1961 and is regarded in the industry as an expert in this specialty market niche. For the past 13 years, she has been a highly sought-after independent consultant for the retirement plans of public education and 501(c)(3) employers. Prior to that, her career included personal production and a wide variety of marketing and sales management experience. She served as national sales director, qualified annuities for Transamerica Life & Annuity Company, and chief marketing officer for Delta Life & Annuity.

She is an advisor to the National Tax Sheltered Accounts-ASPPA Association, and responds to queries from NTSA members. Additionally, she manages, edits and writes articles for the NTSA-ASPPA Market Beat newsletter. She also assists the American Society of Pension Professionals & Actuaries with the development of comment letters to the IRS and Treasury on issues relevant to 403(b) & 457(b) plans, and additionally presents webcasts (generally with IRS staff members) for NTSA/ASPPA.

Ellie is the author of Section 403(b) Compliance Guide For Public Education Employers published by The Rowman & Littlefield Publishing Group for the Association of School Business Officials International (ASBO) and co-author of The Source; 403(b) and 457(b) Plans, a unique and thorough treatment of the 403(b), 457(b) and related markets. The Source includes an in-depth compliance chapter to help employers correctly operate 403(b) plans. The book is used as the basic curriculum for the joint NTSA/ASPPA designation program, Tax-Exempt & Governmental Plan Consultant (for 403(b) and 457(b) plans). The designation program replaces the former CRS and MCRS designations previously offered by NTSA.

Ellie routinely conducts seminars and web casts for public school and 501(c)(3) employers about 403(b) and 457(b) plans, often with senior staff specialists in the Employee Plans Division of the Internal Revenue Service. She has also served on the ASBO Retirement Plan Council to help develop criteria, guidelines, and tools for ASBO members to use to comply with and maintain their 403(b) plans under the final 403(b) regulations.

Mike Webb, AIF™, CEBS, TGPC, Vice President

As Vice President, Mike is located in Cammack Retirement's New York office, and is focused on the fiduciary governance of Cammack Retirement’s clients. He works with the nation's leading academic and research institutions, healthcare providers, corporations, non-profit organizations and public sector employers to address fiduciary challenges, including operational compliance issues.  Mike is a nationally recognized subject matter expert on nonprofit retirement plans, with a passion for best-in- class practices, having worked with extensively with the firm’s two most recent Plan Sponsor of the Year nominees. 

Mike has spent his entire 22+ year career with Cammack Retirement and is one of the many seasoned veterans of the firm.  His primary focuses are developing thought leadership for the firm, writing on fiduciary and general compliance issues, providing innovative client solutions in the area of fiduciary best practices, and being one of the public “faces” of the firm as a subject matter expert. Mike received his Bachelor of Science degree from Northwestern University, and a Master of Professional Studies degree from Syracuse University.
