Brent NeeseExecutive Director

Brent Neese is a 22-year industry veteran specializing in public and tax-exempt 403(b)/457(b) retirement plans. He has dedicated his carrier to improving the retirement security of public sector employees across America. Neese is recognized as one of the foremost experts on public retirement plans, having worked with 7 of the 10 largest government defined contribution plans and more than half of the state retirement systems.

Formerly, Neese served as Empower Retirement’s Senior Vice President of Government Markets where he was responsible for more than 350 associates across the United States serving nearly 2.6 million clients. He led Empower Retirement’s government team to market leadership ranking first in state 457(b) plan administration and first in overall government market share when measured by 457(b) plan participants. Prior to joining Empower, Neese spent 12 years at AIG VALIC as a financial advisor and regional manager. During his tenure at AIG VALIC, Neese was a perennial member of sales leadership “President’s Cabinet,” received a distinction for outstanding customer service “BEST Award” and was recognized as “Rookie of the Year” in 1995.

Neese served the National Association of Governmental Defined Contribution Administrators (NAGDCA) Industry committee from 2012 to 2017. He served on the board of directors for several Great-West Financial companies and Political Action Committees. Neese holds a Bachelor of Science degree in business administration from Jacksonville University (Florida).

Erika Goodwin, Membership Manager

As the NTSA Membership Manager, Erika administers service programs for NTSA members and strategic partners and acts as primary support for NTSA leadership and committees. In addition, she manages NTSA member events, member recognition, and member award programs. Erika brings experience in events, project management, and hospitality.  

Ray Harmon, Government Affairs Counsel

Ray Harmon, Esq., serving as Government Affairs Counsel for NTSA since 2013, advocates for the organization’s position on state legislation, assists in the development of regulatory comments, and coordinates the public policy strategy for NTSA volunteers around the country. He received his law degree from the Catholic University of America’s Columbus School of Law and earned his master of arts in political science from the George Washington University. Ray also holds a bachelor of science in music from the University of North Carolina at Asheville.
